What is the difference between the shunted and non-shunted end caps?

I believe that the shunted type have the pins shorted together inside the endcap. I don't think I've ever bought the shunted type. I didn't realize they even made them.

Right now I have workhorse ballasts and they say to use shunted sockets. I was looking to upgrade to a Accustart or something similar and was wondering what the difference was and does it matter.
