From the looks of it I'm guessing it's just some sort or garden sprinkler attachment for a hose and you could probably just buy it somewhere.

+1. Maybe check with Gardeners Supply. Just make sure there are no brass or copper parts.
What is your goal? Is this some kind of wet/dry filter, or something to water mangroves?

The short answer is that people avoid brass because it has copper in it. The long answer is that there is little proof that water with so many things in it, like saltwater, will take copper from brass. RO can, but it is scavenging for things to claim through osmosis. People have had brass fittings on their reef tanks for years and years with no issues, but the copper is still there. The choice is yours...
