Honestly I think ALL controllers are the same. It's just how much you want to pay and who you want to pay. With each controller you'll have to buy their expansion units.
Of the two you're considering, I've only had experience with the Neptune Systems. I thought it was fairly straight forward to program, until you went a little more in depth and then it got hard. The manual sucks, and doesn't explain a whole lot. There is an alternative manual, but can't find the link.
All things considered, I'd go with a Reef Angel. Easier to program (the manual is top notch, including visuals and links to their forum) and it's cheaper than the RKE or APEX. I paid $380ish for my RA w/wifi attachment.
It's up to you though on what you get, but I still think they all do the same thing.
