Glass etched by hard water?

I got a 120 from a buddy and the front glass is foggy, side glass is just fine as you can see in the picture.
I tried soaking it in vinegar and then scrubbing with super fine steel wool (I own a glass cleaning company and this is what we use to clean stubborn glass spots and won't scratch or etch windows). The side panels are clear after some tlc but the front has a foggyness to it that I just can't wrap my mind around.
Any suggestions? I know it'll come off because there are a few places where it's been scratched through from the previous owner.

Maybe some CLR would work.

might need some glass polish (cerium oxide) and power tools to get that off

Yes. I've tried nearly everything now. It's almost like it's double panes (obviously not) and foggy in between. Darndest thing.
I'm just going to tear out the overflows, put in bulkheads w caps over them and drill new holes for a new overflow system.
