Best imo is leave them out in the sun and let the sun and weather bleach them for a few months. Then soak them in freshwater for a few weeks before eventually putting them in saltwater, with a small pump to circulate the water, to cure.
Faster way is just put them in a saltwater tub and let them sit for a few weeks, then do a water change on the tub, and let them sit for a few more weeks. Repeat a few times as needed.
Some people also to like to wash their rocks in a muratic acid solution to get old bio material off the rocks. This does help speed things up but being an acid solution it will melt and reduce the size of the rocks fairly significantly. They will come out nice and clean but likely will cut their size in half.
